Mr. Baltazar leads The JIAN Group's expansion into the Government
Services sector. Most recently Mr. Baltazar was the
Vice-President of the Critical Infrastructure Protection practice at
ObjectVideo, a security technology company.
With his deep domain knowledge of the DOD, DHS and National Security
markets, the government contracting process and his extensive relationships
with key industry decision makers, Mr. Baltazar led his practice group to a
market leadership position in these sectors.
Working with small and large
government contractors, he successfully developed winning strategies in
capturing local, state and federal government contracts. For companies and investors in the
National Security market, Mr. Baltazar provides access and knowledge to make
entries into an otherwise closed and misunderstood market.
Prior to joining ObjectVideo, Mr. Baltazar was co-founder
of Critical Infrastructure Protection Security (CIPSEC), Inc. CIPSEC provided
vulnerability assessments, remediation solutions and Red Cell validation exercises
for federal, state and local government critical infrastructure facilities. He
is also a former U.S. Navy SEAL, Staff Judge Advocate General (JAG), corporate
attorney, entrepreneur, and senior executive of a publicly held company. These diverse business, military, and
professional experiences have given him a strategic, analytical and management
skill set that is uniquely relevant in this field. He is also a frequent speaker at industry conferences
and is the author of several articles on these topics. He received his B.A., M.A. and J.D. from the University of Virginia.
